Indonesia’s construction industry is showing a positive trend. According to the latest report from BCI Central, the national construction market is projected to grow by 5.48% in 2025. This growth is driven by steady demand in the building sector, ranging from housing and commercial properties to supporting infrastructure.

The construction sector, which contributes 10.23% of the national GDP and serves as the backbone of the country’s fourth-largest industry, now stands at a decisive crossroads. This is reinforced by Indonesia’s economic growth rate of 5.7% annually through 2028, which requires massive infrastructure development.
In addition to the overall growth trend, the government projects that national infrastructure investment needs during 2025–2029 will reach US$625.37 billion (Rp10,162 trillion). This investment will cover connectivity projects, flood control systems, and water supply networks.
Furthermore, Head of Statistics Indonesia (BPS) Amalia Adininggar Widyasanti stated that the construction sector has already absorbed nearly 8.7 million workers, or 5.97% of Indonesia’s total employed population.
“Based on the National Labor Force Survey (Sakernas) in February 2025, the construction sector absorbed more than 8.7 million people, or about 5.97% of the total employed population in Indonesia,” Amalia said, as quoted by Antara on Tuesday (Aug 19).
Amalia also noted that construction contributed significantly to Indonesia’s GDP in Q2 2025, with a share of 9.48%, the fourth largest after industry, agriculture, and trade.
She emphasized that infrastructure development not only fuels economic growth but also creates jobs and improves public welfare.
Challenges Facing Indonesia’s Construction Industry
Despite its promising growth, the sector is not without hurdles. Citing Tempo, the Indonesian National Construction Implementers Association (Gapensi) revealed that regional construction services have been hit hard by the government’s budget efficiency policies.
Gapensi Chairman Andi Rukman Nurdin Karumpa said that employment in the construction sector has dropped drastically due to the lack of construction projects across most regions of Indonesia.
“Currently, there are no construction service projects across Indonesia as a result of budget efficiency measures. This also affects the manufacturing industry,” Andi stated during the 4th Regional Conference (Musda) of Gapensi Bangka Belitung in Sungailiat, Bangka Regency, on Wednesday, May 21, 2025.
He stressed that the construction sector cannot come to a halt, as it remains essential for building critical facilities such as schools, health centers, irrigation systems, roads, bridges, and the renovation of unfit buildings. “For development acceleration, government support through both the national and regional budgets is needed,” he said.
Andi expressed optimism that the current situation is temporary. He believes budget efficiency policies will soon end, allowing construction services to rebound. He also added that Gapensi chapters in different regions, including Bangka Belitung, continue to function well and are expected to drive momentum once conditions improve.
